نبذة مختصرة : This article shows how the establishment of an institution for formation, qualification and knowledge generation in the Department of Social Services of the city of São Paulo - the Public Space for Social Learning (Espaso) - contributed for the process of paradigmatic transformation of social services. Starting from a residuary and patronizing model it became a social protection policy with central command and territorial action, guaranteeing rights and promoting citizenship. Espaso was created not only with the purpose of contributing to the formation of the different actors involved in this policy, but also of fomenting the production and distribution of knowledge and technical cooperation, disseminating general guidelines, qualifying relations with social organizations, sharing know-how, appreciating different kinds of knowledge, and creating a network of knowledge and of professionals that are in tune with the social service public policy. ; Este artigo relata como a implantação de uma instituição de formação, capacitação e geração de conhecimento na Secretaria Municipal de Assistência Social de São Paulo, o Espaço Público do Aprender Social (Espaso), veio contribuir para o processo de transformação paradigmática da assistência social, partindo de um modelo residualista e tutelar para a construção de uma política de proteção social com comando central e ação territorial com garantia de direitos e promoção da cidadania. O Espaso surgiu não só com a proposta de colaborar com a formação dos dife-rentes atores envolvidos nessa política, mas também de fomentar a produção e a difusão de conhecimento e a cooperação técnica, disseminando princípios gerais, qualificando as relações com as organizações sociais, compartilhando know-how, valorizando os diferentes saberes, criando não só uma rede de conhecimentos, mas uma rede de profissionais que estejam em consonância com a política pública de assistência social.
