نبذة مختصرة : El estudio de la administración pública en Colombia y la incidencia que pueda tener en el funcionamiento del Estado depende, en buena parte, de las reformas que se hicieron en la segunda mitad del siglo XX y cuyo efecto aún se prolonga. El período así designado, debe partir de reformas que se hicieron al comienzo de ese trecho para una actuali- zación de la administración central y la puesta en marcha de mecanis- mos de planeación económica, presupuesto, gestión pública, procedi- mientos de la actividad administrativa y reorganización de las estructuras gubernamentales, así como de procesos específicos que, enmarcados bien por la expedición de normas constitucionales y normas legales permiten un estudio por ciclos históricos y muestran la evolución en la materia hasta la legislación que se ha dictado al comienzo de este siglo y sobre la cual reposa la estructura y el funcionamiento administrati- vos del aparato gubernamental colombiano. ; The study of Public Administration (public policies) in Colombia and its influence on the way the Estate functions depends at a large scale on the Reforms that were implemented in the second half of the twentieth century and whose effects are still valid. The period so designated must start out from the recommendations that were made at the beginning of that period in order to achieve an up-date of central administration and the launching of mechanisms of economic planning, budget, public administration, administrative procedures and reorganization of government structures. It also implies specific processes that, when framed by the issuance of constitutional and legal norms, facilitate a study through historical cycles and show the evolution of the subject until the legislation that has been passed at the beginning of this century, which supports the structure and the administrative operation of Colombian government.
