      The development of electronic technologies is a new stage in the development of information technologies. The creation of the first computer in the late 1940s marked the beginning of a new era that disrupted the organization of work and the administration of people. Since 1969, date of the first connection through the American network Arpanet. The digital system has continued to transform and expand until the first billion users are reached in 2005. The latest technological innovations make it possible to think differently of the delivery of old goods and services (3D printing, electronic funds movement, cryptocurrency, blockchain). These technical innovations brought by the digital actors change our daily life imperceptibly but radically. The "digital" becomes omnipresent. It "defines itself as" the representation of information or physical quantities (eg images, sounds) by a finite number of discrete values, most often represented binary by a sequence of 0 and 1". Thus, it represents a universal language capable of expressing, analyzing and systematising a priori heterogeneous data, from sounds and images to behaviors and processes. As a result, digital represents a qualitative change in all human activities, including those of the public authorities. All the institutions are currently in the process of being moulted, they are being forced into the "digital transition" which supposes new equipment of new dematerialized procedures, a security of exchanges and storage of data. Due to the changing social, economic and technological needs of society and the state, it becomes inevitable to introduce into the judicial system. Digital is first considered as a scientific and technological progress by the time grains of cost and efficiency that it can generate. The adaptation of existing procedures to the requirements of the time led to the promotion of this transition.
