O ensino de língua inglesa em escola pública: um diálogo possível

This research intend to investigate why the foreign language teaching in Brazilian public schools doesn’t occur in an effective way. Even though the students study foreign language, mainly English language, for at least seven years, they can’t speak this language meaningfully. So why teaching/learning English language in Brazil? In spite of foreign language teaching being an obligation in our country, because it is determinated by Lei de Diretrizes e Bases da Educação (LDBE, 1996) in its article 26th incise 5th says: “In diversified section of curriculum, compulsorily, from the fifth grade on, the teaching of at least one modern foreign language, which choice will depend on the school comuninity and the institution possiblities”. So obligated by law, the teaching of foreign language should receive more incentive, public politics, mechanisms and structure to make it more effective to present the waited results. It’s obvious to say that teaching English language is extremely important to contemporary society, by commucative needs of this world globalization. Then the English language teaching, mainly in public schools is extremely relevant, such we have in Parâmetros Curriculares Nacionais (PCN, 1998, p. 19) “primordially, objective to restore the paper of foreign language in the educacional formation. The learning of a foreign language with the mother language is a right of all citizen.” Consequently, it’s necessary to define mechanisms to make possible the acess to this knowledge and the starting point to the effective learning of the English language in our country is the teacher. For this reason, our research has as main objective verify if it is possible to a student of public school develop the four communicative skills of a foreign language studying in the public school.
