      The present research shows politics elements of public financiation of developed education in this two last decades,particularly on the government of Fernando Henrique Cardoso and Luís Inácio Lula da Silva. From this reading, search analyze the Direct Money Program on School and implications and unfoldings to the school management. The study demonstrate that official speech, using ressignification of valuables and call on transference of responsibility for the public school financiation, searched ensure the involvement of segments on the co-responsibility with your maintenance, appointing to process privatizing of public education. In the same time that are implemented actions of deconcentration on the financial management, could be certified that bloc on the power centralizes the processes developed and their results, on a clear intention of maintain the control of educational politics, in consonance with the neoliberal project. The DMPS, differently of the widespread by bloc on the power, don’t amplify the possibility of participation of subjects participants of school and much less reinforce the autonomy of that units reducing your role to mere executors of politics formulated by governmental instances. For development these coursework we will use as theorist referential the dialectic historical materialism for we understand be it able to allow realize essence of the researched object, on a movement of all to a part and part to all, contextualizing on the historical moments analyzed. The chapter I is about world-wide crisis of capital, the productive restructuration and unfoldings to the state, particularly to brazilian state. The chapter II approach the brazilian educational politic developed on the context of neoliberalism, on the Fernando Henrique Cardoso and Luis Inácio Lula da Silva government, and actions of international instrumentality in relation to publics politics implemented by state.
