Cultura escolar e políticas curriculares: interfaces na aplicação do programa ensino médio inovador em escolas do Sul de Santa Catarina

The object of research of this thesis is the investigation about school culture as an integral part of the curriculum, in order to comprehend, at the local level, the interfaces between culture and curriculum in the effective construction of the space/time implantation of an educational policy proposed by the Ministry of Education and Culture (MEC), which is called Innovative Higher School Program (PROEMI). Six local state schools of the South of Santa Catarina, located in the cities of Tubarão, Laguna, Gravatal and Imbituba, correspond to the local level. The research anchors itself in the theoretical-methodological perspective of Cultural Studies, as a vast field that encompasses different theoretical, practical and methodological perspectives and which focus on how some cultural practices are related to broader systems of power, considering they are not stable, but in a constant interaction and change. The results suggest that the schools have cultural aspects that approach each other and those which have distanced them and, consequently, they presented different results at the development of PROEMI, however, in general, they have shown a wide concern about the means comprehended as innovators in order to captivate and maintain the young people at school, but without demonstrating that the goals intended at the projects designed by the school community have been reached. ; O objeto desta tese é a investigação da cultura escolar, como parte integrante do currículo, para compreender, em âmbito local, as interfaces entre cultura e currículo na efetiva construção do espaço/tempo de implantação de uma política educacional proposta pelo Ministério da Educação e Cultura (MEC), denominada Programa Ensino Médio Inovador (PROEMI). Correspondem ao âmbito local, especificamente, seis escolas públicas estaduais do sul de Santa Catarina, situadas nos municípios de Tubarão, Laguna, Gravatal e Imbituba. A pesquisa ancora-se na perspectiva teórico-metodológica dos Estudos Culturais, como um vasto campo que engloba diferentes perspectivas teóricas, práticas e metodológicas e que se concentra em como determinadas práticas culturais estão relacionadas com sistemas mais amplos de poder, considerando-as não estáveis, mas em constante interação e mudança. Os resultados sugerem que as escolas possuem aspectos culturais que as aproximam e outros que as distanciam e que, consequentemente, apresentaram diferentes resultados no desenvolvimento do PROEMI, todavia, de maneira geral, demonstraram ampla preocupação com os meios entendidos como inovadores para cativar e manter os jovens na escola, porém sem demonstrar que os fins pretendidos nos projetos desenhados pela comunidade escolar tenham sido atingidos.
