Public policies aimed at Special Education are designed by the federal government and implemented by state and municipal governments. Since the beginning of its development, it has been influenced by social groups, which fight for egalitarian laws that promote inclusion. This article analyzed the achievement of Goal 4 of the National Education Plan in the municipality of São Francisco de Itabapoana. The objective was to analyze how the municipality of São Francisco de Itabapoana-RJ has organized itself to comply with the National Education Plan, and to contribute to the specificity of the inclusion policy adopted in the investigated municipality. It employs a qualitative methodology, of a bibliographical nature, with comparative documental analysis. The results found reveal that the municipality has a plan of actions for the development of the policy in question, although it does not contemplate all the strategies of Goal 4. It can be said that the municipality planned, but it was not possible to show transparency in the follow-up. ; Las políticas públicas dirigidas a la educación especial son idealizadas por el gobierno federal e implementadas por los gobiernos estatales y municipales. Desde el comienzo de su elaboración, ha sido influenciado por grupos sociales, que luchan por las leyes igualitarias que promueven la inclusión. Este artículo analizó el cumplimiento del Objetivo 4 del Plan Nacional de Educación en el Municipio de São Francisco de Itabapoana. El objetivo era analizar cómo se ha organizado el municipio de São Francisco de Itabapoana-RJ para cumplir con el Plan Educativo Nacional y contribuir a la especificidad de la política de inclusión adoptada en el municipio investigado.
