International audience ; The study of the reactions of the welfare state to the crisis is the theme of this Franco-Spanish seminar organized in the framework of DCT center, in Lyon on December 6, 2013. The attached conference studies the social and legal foundations and the development of the welfare state in France, its history since the Revolution and its strengthening since 1945, and its adaptation to recent crises. Thus appears the gradual transition from a social relief system, ensuring a minimum against certain risks, to a more ambitious scheme also incorporating wellness and personal development of beneficiaries (access to holidays, culture, spa treatments, aids to business creation, etc.). From the guarantee against the risks, we pass insensibly to the satisfaction of needs, under the careful control of the Constitutional Council. It exercises control over a relatively small constitutional basis (mainly the preamble of the 1946 Constitution and the general principles of law that may result). But on that basis, it could entrench certain social rights (right to strike, the right to education and social protection), but watch more reserved on others, it may nevertheless support (right to housing, access to employment, management of family allowances, etc.).This conference is completed by a presentation power point in spanish. ; El estudio de las reacciones del Estado de bienestar a la crisis es el tema de este seminario franco-español organizado en el marco del centro de la DCT en Lyon el 06 de diciembre de 2013. Esta conferencia estudia los fundamentos sociales y jurídicas el desarrollo del estado del bienestar en Francia, su historia desde la Revolución y su fortalecimiento a partir de 1945, y su adaptación a las crisis recientes. Aparece así la transición gradual de un sistema de asistencia social, garantizando un mínimo contra ciertos riesgos, a un plan más ambicioso que incorpora también el bienestar y el desarrollo personal de los beneficiarios (acceso a las vacaciones, a la cultura, tratamientos de ...
