The aim of this article is to answer the question whether the risks and crises facing Polish administrative authorities have had any effect on innovations to build up resilience. Crisis can be an opportunity for growth because innovations in public administration impact on administrative methods, the instruments at its disposal, its structure and the configuration of its powers. Different authorities have different roles and carry out different tasks in Poland’s four-phase process of crisis management. Moreover, the implementation of innovations in public administration is conditioned by the principles of administrative activity (the rule of law, subsidiarity, and proportionality) and the legal forms of administrative operations. A different approach is taken to risk and risk management, the response to crises and the creation of innovations for tasks relating to public security and physical dangers, than for risks associated with climate change, energy, or financial market crises. Identifying risks and choosing a good risk management plan helps public administrative bodies, which are self-learning entities, to anticipate, prevent, and minimise negative effects. ; Celem artykułu jest odpowiedź na pytanie, czy zagrożenia i kryzysy, z którymi musiała mierzyć się administracja, wpływały na powstawanie innowacji, które mogą budować odporność. Kryzys może być szansą rozwojową, gdyż innowacje w administracji publicznej wpływają na metody administrowania, instrumentarium, którym dysponuje, strukturę organizacyjną, układ kompetencji. Poszczególne organy pełnią w czterofazowym procesie rozwoju sytuacji kryzysowej różną rolę, ponieważ realizują różne zadania. Wdrażanie innowacji w administracji publicznej jest także uwarunkowane zasadami działania administracji (zasada praworządności, zasada subsydiarności, zasada proporcjonalności) i jej prawnymi formami działania.
