نبذة مختصرة : 2016年の社会福祉法改正により法第24条第2項において社会福祉法人による『地域における公益的な取組』が責務化された。法制度改革後数年が経ち,複数法人間のネットワークを構築した新たな地域生活課題への取組を行う活動やこれまでの地域との関わりをさらに深めた取組等を行う活動など多種多様な実践が行われてきている。実践の拡充に伴い,全国各地での実践が事例集や報告書としてまとめられ,活動内容の実態把握と標準的な取組の実施方法が示されている。しかし,各活動内容の詳細や地域への影響,課題等については十分に明らかにされていない。したがって,本論文では,全国の事例の中から就労支援に関する事例に焦点を当てて,取組の現状を考察する。考察から活動による影響や課題について検討したうえで,今後社会福祉法人が『地域における公益的な取組』として就労支援を実施するためのより効果的な方策の提示を試みる。 ; As a result of the 2016 amendments to the Social Welfare Law, social welfare corporations were made responsible for "Local Public Interest Initiatives" under Article 24, Paragraph 2 of the Law. During the past five years after the amendments, a variety of practices have been implemented, among which are activities that address new community issues by building networks among multiple corporations, and activities that further deepen existing relationships with communities. With the expansion of practice, case studies and reports have been compiled from each practice implemented in Japan. These studies and reports have provided information on the actual contents of the activities and the standard methods of implementing the efforts, however the details of each activity, its impact on the communities, and existing issues have not been fully clarified. Therefore, this report focuses on cases related to employment support from among the cases in the country to understand the current situation of the efforts. Through examining the impact of the activities and the issues to be addressed, I will present more effective measures for social welfare corporations to implement employment support as "LocalPublic Interest Initiatives" in the future. ; 論文(Article) ; application/pdf ; departmental bulletin paper
