نبذة مختصرة : Artigo (especialização) - Universidade Federal de Santa Maria, Centro de Ciências da Saúde, Curso de Especialização em Residência Multiprofissional Integrada em Sistema Público de Saúde, RS, 2022. ; Introduction: Based on important social movements in the construction of the SUS, planning has become indispensable for the implementation of public policies, governed by basic instruments that aim to operationalize the proposed actions for the qualification of the health care network. Oral health still faces difficulties in its effectiveness in view of the incipience of initiatives in health plans. It is justified by its relevance in verifying the importance given to oral health in local health planning. Objective: to analyze the oral health actions in the municipal health plans of the 4th CRS. Methodology: this is a qualitative, descriptive and exploratory study, carried out from the categorization of goals related to oral health in the health plans of the municipalities of the 4th CRS. Results: 71.87% of the municipalities demonstrated goals that sought to expand oral health coverage; 62.5% in the integrality and quality of care; 71.87% in promotion and prevention; 25% in physical and technological resources and 34.37% in continuing education in health and work management. Conclusion: the study showed the lack of planning at the local level, unpreparedness of the actors involved in the construction of plans from the epidemiological analysis in oral health. ; Introdução: A partir de movimentos sociais importantes da construção do SUS é que o planejamento se tornou indispensável para a implementação de políticas públicas, regendo-se por instrumentos básicos que visam operacionalizar as ações propostas para qualificação da rede de atenção à saúde.
