      1989 is a landmark year for the global economy, because it is the year when the former socialist European countries started a long – term effort to move to the capitalist mode of production, in line with modern western capitalism. This development has been the result of the collapse of the central planning process and the necessary structural changes at the economic, political and social level, which these countries have chosen to promote in their new course towards the emergence of the free market economy as the new dominant social and economic formation. This whole process of transition to the productive relations of the market economy was something complex and unprecedented in history. Nevertheless, the new phenomenon also proves that historical reality creates its own original problems, not necessarily following predetermined rules and plans. For that reason, using the appropriate methodological tools and taking into account the influences of the international economic environment, this PhD dissertation will examine the structure, form and content of this process of transition and try to highlight the dynamic character of the changes in the geographical area of Central and South – Eastern Europe. For the purposes of the dissertation, it is useful to specify that the area under consideration should include, as a whole, twelve countries, in particular the four Central European countries (Hungary, Poland, Slovakia, Czech Republic) and eight from South – Eastern Europe (Albania, Bosnia – Herzegovina, Bulgaria, Croatia, FYROM, Romania, Serbia, Slovenia). We considered it beneficial, the dissertation to be composed of three chapters. In the first chapter, we try to interpret the transition from central planning to the free market economy and to determine what exactly the “transition” is. We present and analyze the basic steps in the evolution of the whole transition process as well as the reform programs that have been implemented during the transition process.
