      In 1999, Ecuador went through a financial crisis, in which many financial institutions were closed or entered in a bailout by public financial institutions. The Ecuadorian state had to guarantee the rights of the people that were harmed by the closed banks; this process was by introducing new laws that simultaneously created institutions responsible for the administration of property, and forming part of the assets of financial institutions and shareholders thereof. Hence, the administration of the goods had to be seized to be part of the state and can be given for sale to third parties, and as a result of those sales get the money back from the banks that were closed. In practice, the State took care of all the properties, goods; from which some are still part of the state and others if they were sold to third parties. The administration of that property was initially in charge of the AGD (Agencia de Garantía de Depósito), and subsequently by the “Ministerio de Finanzas”, then the UGEDEP (Unidad de Gestión y Ejecución de Derecho Público) and finally by the “Banco Central del Ecuador”. The “Fideicomiso AGD – CFN No Más Impunidad” was created for direct administration and other trusts became means of administration or warranty of the goods where the AGD was constituent and / or Beneficiary. In 2010, the State decided to the past due to all the trusts where the former AGD was constituent or Beneficiary.
