Establishes policy, assigns responsibilities, and prescribes standard elements in accordance with the authority in DoD Directive (DoDD) 5124.02 (Reference (a)), pursuant to section 722 of Public Law 111–383 (Reference (b)), requiring the implementation of a comprehensive neurocognitive assessment policy in the Military Services. b. Incorporates and cancels the Assistant Secretary of Defense Health Affairs (ASD(HA)) Policy Memorandum (Reference (c)), and requires neurocognitive assessment testing of Service members across the deployment cycle. 2. APPLICABILITY. This instruction applies to OSD, the Military Departments, the Office of the Chairman of the Joint Chiefs of Staff (CJCS) and the Joint Staff, the Combatant Commands, the Office of the Inspector General of the Department of Defense, the Defense Agencies, the DoD Field Activities, and all other organizational entities within the DoD. 3. POLICY. It is DoD policy that: a. Neurocognitive assessment tools will be used in a screening capacity to detect cognitive changes as part of a clinical evaluation and will not be used as a standalone diagnostic tool. b. The Automated Neuropsychological Assessment Metrics (ANAM) is the DoD-designated neurocognitive assessment tool to support this instruction. The use of the this tool will remain in effect until such time as evolving science and medical best practice guidelines inform a change in policy. All Service-level neurocognitive assessment programs must contain, at a minimum, the elements specified in Enclosure 3 of this instruction to standardize implementation across the Military Health System.
