The recognition of Portuguese as a Heritage Language in Japan as a linguistic human right ; O reconhecimento do Português Língua de Herança no Japão como um direito humano linguístico

An objective of this study was, initially, to map out Portuguese as a Heritage Language (PHL) initiatives in Japan. In addition, the aim was to discuss the recognition of the Portuguese language in the migratory context of Brazilians in Japan as a linguistic human right, that is, the possibility of recognizing the inviolability of the right to use and preserve the immigrant's language. This articulation is based on the notion of freedom of expression as a fundamental right, enshrined in the Universal Declaration of Human Rights (The United Nations, 2008). In this sense, this paper has argued that the PHL in Japan can be understood within the list of human rights to maintain human dignity and, thus, ensure the right to use the Portuguese language in public and private environments, as well as the right to nurture this heritage for current and future generations. ; O propósito deste estudo foi, inicialmente, realizar o mapeamento de iniciativas de Português como Língua de Herança (PLH) no Japão. Além disso, buscou-se discutir o reconhecimento da língua portuguesa em contexto migratório de brasileiros no Japão como um direito humano linguístico, isto é, a possibilidade de reconhecimento da inviolabilidade do direito de uso e preservação da língua do imigrante. Essa articulação é baseada na noção de liberdade de expressão como um direito fundamental salvaguardado na Declaração Universal de Direitos Humanos (Organização das Nações Unidas, 2008). Nesse sentido, defende-se que o PLH no Japão pode ser compreendido no rol dos direitos humanos para manutenção da dignidade humana e, desse modo, assegurar o direito de usar a língua portuguesa em ambientes públicos e privados, bem como o direito de nutrir essa herança para gerações atuais e futuras.
