Current Problems and Priorities of the Think Tank in the Republic of Artsakh ; Արցախի Հանրապետությունում ուղեղային կենտրոնի արդի խնդիրների ու առաջնահերթությունների մասին

The purpose of the study is to substantiate the relevance of the activities of the Think Tank in the situation created by the Azerbaijani-Turkish aggression in the Republic of Artsakh, and in this regard, to institutionalize the relevant status of the Scientific Center "Kachar".The objectives of the study are to determine the Think Tank, the features and priorities of their activities in the current situation, to clarify the material and other resources required to re-function or reform the SC "Kachar", to clarify the range of progressive goals and the roadmap for their implementation, expected results and achievements.The study was conducted using retrospective, historical-comparative, and historical-systematic methods.According to the results of long-term researches we came to a conclusion that due to the necessary and comprehensive support of the state the activity of the scientific center "Kachar" can be put on a serious research base for searching and proposing solutions for internal and foreign policy, defense and security and other problems facing our republic, a public-complex process of expert assessments, strategic analyses and forecasts of current political, social and economic processes.In extreme and crisis situations, the priority goals and tasks of both the other Think Tanks and the "Kachar" Scientific Center are determined by the need to prevent or overcome challenges thrown to the Republic of Artsakh in a timely manner. ; Հետազոտության նպատակն է հիմնավորել Արցախի Հանրապետությունում ադրբեջանաթուրքական ագրեսիայի հետևանքով ստեղծված իրավիճակում Ուղեղային կենտրոնի գործունեության հրատապությունը և որպես այդպիսին «Կաճառ» գիտական կենտրոնի համապատասխան կարգավիճակի ինստիտուցիոնալացումը:Հետազոտության խնդիրներն են Ուղեղային կենտրոնների կարևորումը, ստեղծված իրավիճակում դրանց գործունեության առանձնահատկությունների ու առաջնահերթությունների սահմանումը, «Կաճառ» գիտական կենտրոնի վերագործարկման կամ բարեփոխման համար անհրաժեշտ նյութական և այլ ռեսուրսների հստակեցումը, առաջանցիկ նպատակների շրջանակի և դրանց հասնելու ...
