      This research is motivated by the low understanding of students on human anatomy material in science subjects, especially at the elementary school level. Students often have difficulty in understanding anatomical concepts visually, which has an impact on their learning achievement. This problem is the basis for the development of a more interactive technology-based learning media that can facilitate deeper understanding. Based on the analysis of needs and problems, an innovative learning media was developed, namely SI TOMI (Anatomy Education System based on Quick Response Code) with the aim of improving student learning achievement through an interactive multimedia approach. This study uses a 4D development model (Define, Design, Develop, Disseminate) with systematic stages starting from needs analysis to product effectiveness testing. The media developed has been validated by experts and tested on teachers and students to assess the level of practicality and effectiveness. The results of the study showed that the SI TOMI media is very valid with a validity percentage of 89%, and very practical to use in learning with a practicality percentage of 94%. Effectiveness testing through pre-test and post-test resulted in a significant increase in student learning achievement, with an average pre-test score of 59.20 and a post-test score of 83.73. The t-test results showed a significant difference with a significance value of 0.000.
