La conciliation famille-emploi par l’accession à un congé parental aux États-Unis : un lent cheminement inachevé

En n'offrant pas de congés rémunérés et protégés pour raisons parentales (congé de maternité, de paternité, d'adoption, parental.) accessibles à l'ensemble des salarié-e-s et employé-e-s du pays, les États-Unis font figure d'exception dans le monde occidental. Partant de ce constat et prenant appui sur une revue de la littérature universitaire ciblée et d'actes institutionnels posés au cours des dernières décennies, l'auteur expose les grands traits de la transaction sociale autour de la « non-institutionnalisation » de tels congés dans la société américaine. Remontant aux travaux pionniers du milieu des années 1970, il retrace à la fois l'intense travail de problématisation de la question parentale dans une société en transformation, et la grande inertie en matière de réponse politique. Cet article livre ainsi un panorama synthétique du débat sociohistoriquement situé de la problématique de l'articulation travail-famille aux États-Unis. Reconciling family and career demands through parental leave in the USA: a slow and incomplete progress The United States does not offer universal paid and protected leave for parents maternity/paternity leave, adoption, parental leave…), which makes the country an exception in the Western world. According to this observation and with support from targeted academic literature and institutional acts implemented in recent decades, the author outlines the main features of the social transaction structured around the failure to make such leave institutionalised in American society. With references to the pioneering work of the mid-1970s, the author relates both the intensive work to qualify parental issues in a changing society and the big inertia of the policy response. The article thus affords a summary overview of the social and historical debate around the work/family issue in the USA.
