ПРОБЛЕМИ І ПЕРСПЕКТИВИ ПОВОЄННОГО ПРИСКОРЕННЯ СОЦІАЛЬНО-ЕКОНОМІЧНОГО РОЗВИТКУ УКРАЇНИ

The article identifies problems, substantiates prospects for the post-war acceleration of Ukraine’ socio-economic development, taking into account the main criteria of increasing its balance and resilience in order to maximize the effects of enhancing the level and quality of life of the population as the main results and incentives of the competitiveness of the national economy, certain territorial communities, producers and workers. The historically formed parameters of economy, living environment and reproduction’ quality in Ukraine are characterized by noticeable economic, demographic and ecological disparities, which are significantly increasing due to the armed conflict nowadays. These disparities’ mitigating and overcoming will require the centralization of efforts of authorities (both state and local), international donor organizations, regional communities (as well as their self-government bodies). Such strategy involves a radical revision of approaches to priorities, benchmarks and levers of socio-economic development both in the near and distant perspective, taking into account the cross-cutting guidelines of its acceleration, balanced diversification, ensuring the appropriate resilience level. In general, resilient socio-economic system should be characterized by awareness (in particular, normalization) of processes, diversity (variability of functioning mechanisms), self-regulating ability (including due to the use of mechanisms of integration, adaptability and current priorities’ actualization) that ensure the potential to resist the challenges’ and crises’ spectrum through the implementation of certain changes without harming the basic values of socium, its institutions and life spheres. The list of systemic and territorially localized risks that will affect the prospects of post-war revival and acceleration of Ukraine’ socio-economic development is outlined by the main threats to social stability, factors of natural and man-made hazards in industrial and household activities. Increasing the resilience of the economy and society as a whole will be ensured through the capitalization of: the advantages of the Ukraine’ economic and geographical, as well as geopolitical position; preserved parameters of competitiveness and innovative potential of the workforce, so as social institutions for their reproduction; production potential of regional specialization sectors (industrial, agro-processing, socio-cultural), including in the formation and activation of cross-border systems of business, logistics and transit.
В статті виявлені проблеми, обґрунтовані перспективи повоєнного прискорення соціально-економічного розвитку України з урахуванням магістральних критеріїв підвищення його збалансованості та резильєнтності задля максимізації ефектів підвищення рівня і якості життєдіяльності населення як основних результатів і стимулів конкурентоспроможності національної економіки, пересічних територіальних громад, виробників і працівників. Досліджені підходи до підвищення резильєнтності вітчизняної економіки, соціуму загалом із використанням: переваг економіко-географічного положення, геополітичного становища України; збережених параметрів конкурентоспроможності та інноваційного потенціалу робочої сили, а також суспільних інституцій з їх відтворення; виробничого потенціалу ланок регіональної спеціалізації (промислових, агропереробних, соціокультурних), у т. ч. в формуванні, активізації транскордонних систем господарювання, логістики і транзитів.
