Based on the analysis of the current state of the educational process, the article identifies the urgent problem of improving higher military education, which consists in the need to improve the quality and modernization of its content, develop and implement educational innovations and information technologies, create conditions for the training of military specialists with the necessary competencies that ensure successful military activities. in primary positions in divisions and units. A competency-based approach to the formation of knowledge, skills and abilities requires innovative organizational and technical measures in the restructuring of the educational process in higher military educational institutions and military units of higher educational institutions. In connection with the increase in the time for independent assimilation of knowledge and the formation of competencies at all levels of higher education, the authors define the problem of their assessment in the independent study of educational material. For the effective formation of competencies during training, new ways of organizing the educational process using information technologies have been identified, which consist in using the modular object-oriented dynamic learning environment MOODLE and a mechanism for assessing the level of acquisition of such competencies. A method has been developed for using the MOODLE environment with a certain algorithm of organizational measures in a higher military educational institution for the formation of competencies and a mathematical apparatus for automated assessment of their level of acquisition in the conditions of a distance educational process. Using the MOODLE platform, a case study was carried out, the purpose of which was to determine the possibility of using a digital educational environment for the formation and assessment of the competencies of specialists in missile forces and artillery. The results of the study showed the effectiveness of using the environment in the educational process in the formation and assessment of competencies. The reliability of the results of the case study was confirmed by the correct use of the proven mathematical apparatus of correlation analysis. Certain and justified organizational and technical measures for organizing the educational process in the context of distance learning will ensure the high-quality formation and assessment of the competencies of graduates of higher military educational institutions during training. The purpose of the article is a definition of innovative organizational and technical measures for the formation and assessment of the competencies of higher educational applicants in Higher Military Educational Institution in the conditions of distance learning using information technologies. Methods. To achieve the goal and solve the tasks, it was used a system of the following theoretical research methods: analysis, synthesis, generalization and systematization. Results. Organized training of professional military education at advanced training courses for military specialists requires the use of distance learning technologies and assessment of acquired competencies at the first stage of its implementation. The need for remote conducting of classes in the conditions of a pandemic and the need for remote assessment of achievements in mastering knowledge and acquiring skills and abilities at military departments, which are especially needed by graduates for successful professional activity in primary positions in units, requires conducting scientific research, developing and applying innovative measures in the organization of the final process of each educational institution, taking into account the specific features of specialty training. Conclusion. Thus, the identified organizational and technical measures will allow to increase the efficiency of using the digital educational environment of each educational institution for the formation of competencies of higher education seekers, which they will need in their future professional activities. The proposed methodology allows, using a virtual learning environment on the MOODLE platform, to automate the process of formation and assessment of the level of competence acquisition by missile forces and artillery specialists at the in accordance with the plans to enter the European educational environment. Further research will be aimed at developing ways to determine the level of agreement between the achieved results and program learning outcomes, which are defined in the educational and professional training programs of specialists by specialty.
