Emniyet teşkilatında halkla ilişkiler: Toplum destekli polislik ve medya-polis ilişkileri üzerine bir çalışma

The concept of Society Supported Policing (SSP) that has gained acceptance to be the contemporary understanding of policing in modern-day societies and that expresses generally to fight crime as a body, with the help of people and each and every actor of society, contains constituting this cooperation?s substructure and application areas for its strategies, also. In this connection, the necessaty of the police-society relations? transformation to the police public relations appears and nevertheless, this necessaty renders the presence of media unrejectable in duty politics of the security organization.In this study, what the public relations, the importance of public relations on the practice of the concept SSP that has gained acceptance to be the contemporary understanding of policing is being told; the power and the effects of media is being researched in the connection of SSP and the police public relations of which is the main component.Keywords: Society Supported Policing (SSP), Police - Media Relations, Public Relations.
Günümüz güvenlik hizmeti anlayışı olarak kabul edilen, genel anlamda halkın ve toplumun tüm aktörlerinin suçla mücadelede birlikte hareket etmesini ifade eden Toplum destekli polislik (TDP) kavramı, TDP stratejilerinin uygulama alanlarını ve koşullarını oluşturabilmeyi de içerir. Bu bağlamda polis-halk ilişkileri kavramının polis halkla ilişkilerine dönüşmesi gerekliliği ortaya çıkmakta ve bu gereklilik aynı zamanda, halkla ilişkilerin en önemli unsurlarından olan `medya'nın varlığını emniyet teşkilatının hizmet politikalarında yadsınamaz kılmaktadır.Bu çalışmada, halkla ilişkilerin ne olduğu ve çağımızın polislik anlayışı olduğu kabul edilen toplum destekli polislik yaklaşımının uygulamaya konmasında halkla ilişkilerin yeri anlatılmakta; medyanın gücü ve etkileri ise emniyet teşkilatının yeni güvenlik felsefesi olan toplum destekli polislik felsefesi ve bu felsefenin temel unsuru olan polis halkla ilişkileri bağlamında irdelenmektedir.Anahtar Kelimeler: Toplum Destekli Polislik, Polis Medya İlişkileri, Halkla İlişkiler
