Основные формы реализации инвестиционного процесса в строительстве

Рассматриваются основные формы реализации инвестиционных процессов в России и зарубежный опыт в этой сфере. Выделены общие и специальные фор­­мы взаимодействия в инвестиционно-строительной деятельности. Отмечается важность ин­вестиционно-строительных процессов в компенсации дефицитов бюджетов регионов. Ука­зывается на то, что проблемой при сотрудничестве инвесторов в строительстве оказывается многообразие и сложность форм взаимодействия, а также отсутствие стабильно­сти нормативно-законодательной базы. С целью освоить накопленный практический опыт России для развития системы взаимоотношений между участниками инвестиционно-строи­тельного процесса предпринята попытка определения основных форм взаимодей­ствия в современной практике инвестиционно-строительных процессов на уровне регио­нов. Обозначена основная проблема при анализе отечественных теоретических источни­ков, а также отмечены плюсы и минусы зарубежных исследований. Исходя из практики, обобщены организационно-контрактные формы, существующие на современном эта­пе, в зависимости от параметров и конкретных условий реализации ин­вестиционно-строи­тельных процессов при взаимодействии с региональными и муниципальными властями, указаны доли данных форм реализации. Выделен ряд критериев, которые помогут инве­сторам выбрать форму взаимодействия при реализации инвестиционно-строительного процесса. Предложен критерий, по которому можно ранжировать формы инвестиционно-строительной деятельности.
Article focuses on the basic forms of realization of investment processes in Russia and the analysis of foreign experience in this field. General and specific forms of cooperation in investment and construction acti­vity have been allocated. The author noted the importance of investment and construction processes in compensation of budget deficit in regions. The author points out that the problem with the cooperation of investors in construction is the variety and complexity of forms of cooperation, as well as lack of stability of legislative framework. In this article the author attempted to identify the main forms of interaction in the modern practice of investment and construction process at the regional level in order to learn the accumulated practical experience in Russia for the development of the relations system between participants of investment and construction process. Outlined the main problem in the analysis of domestic theoretical sources, as well as noted the pros and cons of foreign studies. Based on the practice, there were summarized organizational and contractual forms that exist at the present stage, depending on the parameters and concrete conditions of realization of investment-construction processes in interaction with regional and municipal authorities. Also there were specified the shares of these forms of implementation. Identified a number of criteria, which will help investors to choose the form of cooperation in the implementation of investment and construction process. The author suggests a criterion by which we can rank the form of investment and construction activities.
