Vitoria-Gasteiz, Logroño y Huesca, ciudades medias hacia el nuevo modelo urbano: la Agenda Urbana Española

Es innegable el extraordinario desarrollo que han experimentado las ciudades españolas en la segunda mitad del siglo pasado y cómo dicha evolución ha estado vinculada al contexto político, social y, por supuesto, económico. Las grandes ciudades españolas ya han sido objeto de completos estudios, pero no menos interesante resulta el análisis de muchas de las ciudades medias que, como se desprende de los acuerdos internacionales sobre la materia, son las que, por sus características, mejor papel pueden jugar en el desarrollo del proceso de urbanización más equilibrado y sostenible hacia el que debemos dirigirnos. En la Escuela de Arquitectura de Pamplona se ha llevado a cabo una investigación sobre ciudades medias españolas del norte de España, entre las que se encuentran Vitoria-Gasteiz, Logroño y Huesca. Estas dos últimas en forma de tesis doctoral, acotadas en el período que va desde el desarrollismo de los años cincuenta (1958) al estallido de la burbuja inmobiliaria (2009) y cuya escala de estudio es la que se produce en la relación de la arquitectura y el urbanismo. Partiendo de dichos estudios esta comunicación tiene como objetivo analizar las etapas de desarrollo de dichas ciudades y sus características actuales, tomando como referencia los objetivos estratégicos que la Agenda Urbana Española (AUE), alineada con los Acuerdos Internacionales, identifica como esenciales para alcanzar el desarrollo urbano sostenible partiendo del modelo urbano. Para ello se estudiará la posición de partida de cada una de estas tres ciudades en relación a los datos descriptivos recogidos en la AUE y se analizarán de forma comparada.
It is undeniable the extraordinary development that Spanish cities have experienced in the second half of the last century and how such evolution has been linked to the political, social and, of course, economic context. The large Spanish cities have already been the subject of complete studies, but no less interesting is the analysis of many of the medium-sized cities which, as can be seen from international agreements on the subject, are the ones that, due to their characteristics, can play the best role in the development of the most balanced and sustainable urbanization process towards which we must go. At the School of Architecture in Pamplona, research has been carried out on average Spanish cities in northern Spain, including Vitoria-Gasteiz, Logroño and Huesca. These last two in the form of a doctoral thesis, delimited in the period that goes from the developmentalism of the fifties (1958) to the bursting of the real estate bubble (2009) and whose scale of study is that produced in the relationship of architecture and urban planning. Based on these studies, this communication aims to analyze the stages of development of these cities and their current characteristics, taking as a reference the strategic objectives that the Spanish Urban Agenda (AUE), aligned with the International Agreements, identifies as essential to achieve a sustainable urban development, starting from the urban model. For this, the starting position of each of these three cities will be studied in relation to the descriptive data collected in the AUE and will be analyzed in a comparative way.
