نبذة مختصرة : Vivemos hoje num mundo complexo e globalizado, caraterizado pela incerteza e por riscos e ameaças à segurança, onde o terrorismo, a criminalidade violenta e organizada e a cibercriminalidade, assumem particular relevância. É neste contexto que os diferentes atores do Sistema de Segurança Interna são chamados a atuar, onde a cooperação e a partilha de informações, a par da investigação criminal, se apresentam como determinantes. O objeto de estudo deste trabalho de investigação é analisar a evolução da Criminalidade Violenta e Grave, identificando medidas que poderão ser adotadas para melhorar a contribuição da Guarda Nacional Republicana na investigação deste tipo de criminalidade. Neste estudo foi utilizado o raciocínio dedutivo e uma estratégia de investigação qualitativa, sendo o desenho de pesquisa o estudo de caso. Os instrumentos de recolha de dados assentaram na análise documental e em entrevistas semiestruturadas a personalidades de reconhecido mérito e experiência nesta temática. Da investigação concluiu-se que a Guarda Nacional Republicana, como Órgão de Polícia Criminal de competência genérica, está hoje capacitada para desenvolver ações de investigação criminal de largo espectro, desde a pequena criminalidade até à Criminalidade Violenta e Grave, podendo abraçar novas competências para melhorar o seu contributo no âmbito do Sistema de Investigação Criminal. Volvidos cerca de doze anos após a aprovação da atual Lei de Organização da Investigação Criminal, constata-se uma acelerada mudança das sociedades atuais, caraterizadas pela globalização e multiplicidade de riscos e ameaças à Segurança Interna, que sugerem uma reapreciação dos prossupostos que estiveram na base da repartição de competências de investigação entre os Órgãos de Polícia Criminal, em especial no âmbito dos crimes de catálogo da Criminalidade Violenta e Grave.
نبذة مختصرة : We live today in a complex and globalized world, characterized by uncertainty and security risks and threats, where terrorism, violent and organized crime and cybercrime are of particular importance. It is in this context that the different actors in the Homeland Security System are called upon to act, where cooperation and information sharing, together with criminal investigation, present themselves as crucial. The study object of this Investigation Work is to analyse violent and serious crime, considering the current investigative power distribution among the different Police Forces, identifying measures that could be adopted to improve the contribution of the Republican National Guard in this subject. In this study were used a deductive reasoning and a qualitative research strategy, supported by a case study research design. The data collection instruments used were based on documentary analysis and semi-structured interviews made to with relevant and experienced personalities in this subject. From the present investigation, it was concluded that the Republican National Guard, in the present, as a general competence Criminal Police, is able to develop wide-ranging criminal investigation actions, from minor crime to violent and serious crime, and can embrace new challenges to improve their contribution to the Criminal Investigation System. Approximately twelve years after the approval of Portuguese Criminal Investigation Law, there is a rapid change in today's societies, characterized by globalization and the multiplicity of risks and threats to Homeland Security, which suggests a reassessment of the assumptions that formed the basis of the division of investigative powers between the different Criminal Police Forces, namely within the scope of the Violent and Serious Crimes catalog.
