نبذة مختصرة : This article deals with the context of the emergence of the local management practice known as Participative Budget in Porto Alegre, capital of southern Brazil with 1.4 million inhabitants. The article demonstrates that this innovation of participatory democracy was the result of a sinuous and indeterminate trajectory (with crises and contradictions irreducible to definitive solutions) and also of the synergistic encounter between some variables that formed a virtuous cycle in the relation between the new agents of the State and popular civil society actors fighting for the right to citizenship in the final period of the military dictatorship in the country (1979-1985). After contextualization, which demonstrates the misunderstanding of the mechanical replication of the "model" in other realities, a synthesis of the mode of operation of the Participatory Budget is presented, as well as the results, potentialities and limits that challenge the historical evolution of this democratic invention. The challenges are partly due to the alternation of power after 16 years of PT governments, but also due to the lack of initiatives to realize the constant changes that dynamic processes require.
نبذة مختصرة : O artigo versa sobre o contexto de surgimento da prática de gestão local que ficou conhecida como Orçamento Participativo, em Porto Alegre, capital do sul do Brasil com 1,4 milhões de habitantes. O artigo demonstra que essa inovação da democracia participativa foi resultante de uma trajetória sinuosa e indeterminada (com crises e contradições irredutíveis a soluções definitivas) e, também, do encontro sinérgico entre algumas variáveis que configuraram um ciclo virtuoso na relação entre os novos agentes do Estado e os atores populares da sociedade civil em luta pelo direito à cidadania no período final da ditadura militar no país (1979-1985). Após a contextualização, que demonstra o equívoco da replicação mecânica do "modelo" em outras realidades, é apresentada uma síntese do modo de funcionamento do Orçamento Participativo, bem como são apontados resultados, potencialidades e limites que desafiam a evolução histórica dessa invenção democrática. Os desafios são imputados em parte à alternância do poder havida após 16 anos de governos do PT, mas, também, pelo acúmulo de ausência de iniciativas para realizar as mudanças constantes que os processos dinâmicos requerem.
