It examines the participation of African American Robert Mack Bell in a sit-in at a Baltimore, Maryland, restaurant on June 17, 1960, and whether it was an act of civil disobedience and permitted by the U.S. Constitution or a breach of state law, the legal concept of state action, and the U.S. Supreme Court decision in the matter known as the Civil Rights Cases and the opinion of U.S. Supreme Court Justice Joseph P. Bradley.
