      This article reports that Mexico's constitution forbids anyone but the state to invest in oil development. Only Pemex, as the state's agent, can own, refine and distribute oil and gas. That law makes no economic sense in a country that is perennially short of capital and needs to export every barrel of oil it possibly can. But the Pemex monopoly has deep roots in Mexican sentiment. Former President thumbed his nose at the Yankees and other foreigners in 1938 by seizing foreign oil assets, and his action as in the eyes of many Mexicans, the true beginning of independence from foreign domination.
