The Occupational Safety and Health Administration (OSHA), for instance, are considering devising a rule that would regulate tobacco smoke as an indoor air pollutant. OSHA is collecting scientific data on passive smoke that it could use to support a possible standard to restrict workplace smoking. A draft study by the Environmental Protection Agency that concludes that passive smoke causes 3,800 lung cancer deaths a year.
