      The article focuses on leveraging electronic healthcare records (EHRs) with the development of health information exchanges (HIEs) through new healthcare technologies. It looks back at the first HIE capability in the 1980s, the challenges on clinical data standardization, governance and policy enforcement. It also notes the integration of EHRs into HIEs, the appropriations of the American Recovery and Reinvestment Act (ARRA) through the Office for the national Coordinaor of Health Information Technology (ONC) and ways to avail ONC funding.
