      The article reports on the move of Portuguese Foreign Minister Mario Scares in granting independence to Guinea in September, 1974. It mentions that he signed an agreement in Algiers, Algeria granting independence to the 600,000 people of Portuguese Guinea, which will be known as Guinea-Bissau.
