      The article reports on the move of the U.N. General Assembly to adopt a resolution which declares that Portugal represents only its European population and not the peoples of its African territories including Angola, Mozambique and Guinea-Bissau. It mentions that the country, which is considered as the poorest in Western Europe, spent 35% and 40% of its national budget to fight insurgencies in its controlled African states. It affirms that the situation comes to a dead end since the Portuguese government is not able to subdue the rebels while the guerillas are not strong enough to drive out them out.
