Intergovernmental Transfer and Local Expenses: Re-thinking Fiscal Decentralization from a Revision of its Literature.

There are different ways to establish a tax system from harmonization to tax competition between jurisdictions, as well as various designing alternatives for a system of grants and local spending autonomy. This article seeks to clarify some ideas, principles and recommendations about the design of the vertical and horizontal structures of governments. It develops a theoretical framework that, from economy, can provide critical judgments leading to sketch out some guidelines to arrive at that goal. [ABSTRACT FROM AUTHOR]

Existen diferentes formas de establecer un sistema impositivo desde la armonización hasta la competencia tributaria entre jurisdicciones, así como también distintas alternativas de diseño para un sistema de transferencias y autonomía del gasto local. En este artículo se trata de dilucidar algunas ideas, principios y recomendaciones sobre el diseño de las estructuras verticales y horizontales de los gobiernos. Para ello se desarrolla un andamiaje teórico que, desde la economía, pueda brindar juicios críticos y valorativos que conduzcan a esbozar algunos lineamientos que permitan arribar a dicho propósito.
