      The article reports on the failure of several community colleges in the U.S. to participate in either the Federal Family Education Loan (FFEL) or Direct Loan programs, according to the Project on Student Debt (PSD). It is stated that about one in ten community college students cannot access federal loans because the schools themselves do not participate. An argument often cited for opting out of the programs is the schools' fear that high school default rates could affect a community college's ability to distribute any type of federal aid.
