The articles explains that California's Emergency Repair Program has been converted from a reimbursement program to a grant program, as of January 1, 2007. The change is part of a package of "cleanup" legislation requiring changes to school facility conditions and teaching materials. The American Civil Liberties Union of Southern California expects to see increased numbers of applications, now that schools will know how much money they have in advance of spending it.
