      The article focuses on a system called peer review that had made certain teachers responsible for evaluating new and struggling teachers. The system was first practiced in Toledo, Ohio, twenty-five years ago. It was launched by former president of the Toledo Federation of Teachers, Dal Lawrence. The primary goal of the system is retention of good teachers.
