      The article reports on the unusual step taken by the Royal College of Nursing (RCN) of applying for permission to seek a judicial review of the government's failure to carry out public consultation on the proposed changes to the role of PCTs. The move is significant in two ways. Firstly it is an attempt to force the government to climb down on its proposals to split the commissioning and provision roles of PCTs and, secondly, it shows a shift in the RCN's relationship with this government. Until now, the RCN has been broadly supportive of the government and its plans for reform.
