الإدارة نشاط إنساني منظم يهدف إلى تحقيق أهداف إنتاجية أو إقتصادية أو سياسية أو إجتماعية من خلال تجميع و توجيه الموارد المادية والبشرية المتاحة و تنمية موارد جديدة ووضعها موضع الإستغلال المثمر وتتم الإدارة في شكل عملية مستمرة ومتداخلة تتركب من عدة عمليات جزئية يقوم على ممارستها مديرون متخصصون يعملون في تناسق و تكامل للوصول إلى الأهداف العامة للمشروع ، وتتجه العملية الإدارية في الأساس نحو المستقبل في محاولة لتكييف أوضاع المشروع بما يتناسب و الظروف البيئية المحتملة فموضوع الإدارة من كل جوانبه يمكننا القول أنها عملية خلاقة تتطلب قدرات و مهارات قيادية لتجميع المجهودات والموارد المتاحة تجاه الإستغلال الأمثل لتحقيق أهداف معينة فعملية الإدارة تتضمن بعض العناصر مثل وجود هدف أو أهداف أو نتائج يراد تحقيقها و أنشطة و إجراءات يمكن إستخدامها لتحقيق تلك الأهداف أو النتائج و أخيرا مجهود بشري يعتمد على عدد من الموارد والإمكانيات المادية في أداء الأنشطة المحققة للأهداف أو النتائج.
