      Ukraine's first round of talks to rework its $20 billion international debt has ended without a deal. The government and bondholders are still far from agreement on bond payments due to restart in the summer. Ukraine proposed exchanging its outstanding bonds for new bonds with maturities up to 2040 and interest payments starting at 1% for the first 18 months, gradually increasing to 6%. The government also offered a state contingency instrument tied to Ukraine's tax revenue targets set by the International Monetary Fund. The IMF and bilateral creditors have approved Ukraine's proposals. The latest proposal did not include a restructuring of debt from state-owned companies.
