The American Attitude to Wards Armed Groups in North Africa 2009 - 2001. (English)

The United States (U.S.) Policy focuses on the African continent where the armed groups spread. These groups are listed under the terrorist movements as viewed by the U.S., especially after the events of September. So, it started its campaign to fight terrorism in Africa, namely the north part; this recognition implies a great influence on the U.S.- African relations, in addition to illustrating the U.S. Attitude against those armed groups, whether those liberating and reformist groups or the terrorist ones. For this purpose, this research come to delimit the African continent attitude against those armed groups throughout submitting a number or determinations having an impact on this attitude and the U.S. actions to confront this terroristic phenomenon. Most of the western papers, in their part, share the U.S. view that Africa is a safe zone for the international terrorism. This impression has been stated by the U.S. administration in many occasions. In the National Security Strategy Report delivered by the U.S. president to the Congress in 2002, the American Administration express its concern toward the situation of poverty, disease, and wars witnessed by the African people; such a situation leads to a fertile ground for those armed groups. توجه اهتمام السياسة الامريكية نحو القارة الافريقية بسبب انتشار الجماعات المسلحة والتي تعتبرها حركات ارهابية حسب رؤيتها وخاصة في أعقاب أحداث سبتمبر وحملتها الدولية لمكافحة الإرهاب في أفريقيا وخاصة في شمال أفريقيا، وما يحمله هذا الاهتمام من تأثيرات على العلاقات الأمريكية الأفريقية، وتوضيح للموقف الأمريكي من الجماعات المسلحة، سواء كانت جماعات تحريرية اصلاحية أو جماعات الارهابية لذا كان لابد من تحديد موقف القارة الأفريقية من هذه الجماعات المسلحة، من خلال طرح عدد من المحددات التي أثرت على هذه الموقف والتحركات الأمريكية لمواجهة ظاهرة الإرهاب، حيث ترى معظم الكتابات الغريبة أن أفريقيا تمثل ملاذاً آمنا للإرهاب الدولي، وتشارك الولايات المتحدة في هذا الرأي فقد أعربت عنه الإدارة الأمريكية في أكثر من موقف ففي تقرير استراتيجية الأمن القومي الذي قدمه الرئيس الأمريكي الكونجرس الأمريكي عام ۲۰۰۲ أعربت الإدارة الأمريكية عن قلقها بشأن حالة الفقر والمرض والحروب التي تعيشها أفريقيا بما يوهلها لتصبح مكاناً يستشرى فيه الجماعات المسلحة.
