Freedom of Expression and Digital Platforms in Algeria, normative and socio-technical reflections.

The present article highlights the normative and regulatory challenges and prospects which arise from the intersection between freedom of expression as a right and practice and digital platforms from an Algerian perspective. The content of the article covers three main sections. The first section forwarded multiple definitions and synthesized conceptualizations of freedom of expression and its normative limits in different legal systems, with a particular focus on the Algerian context. The second section focused on the socio-technological design of digital media and its affordances that have democratized new modalities of interaction and networking and generated new possibilities for expression, publication, and sharing and, accordingly, imposed new legitimate questions about the boundaries of online speech. The last section examined the Algerian normative and legal framework that manages the exercise of freedom of expression and its limits on digital platforms. [ABSTRACT FROM AUTHOR]

Le présent article met en lumière les défis et les prospectives normatives et réglementaires qui résultent de l'intersection entre la liberté d'expression en tant que droit et pratique et les plateformes numériques à partir d'une perspective algérienne. Le contenu de l’article recouvre trois sections principales. La première section a proposé de multiples définitions et conceptualisations intégratives de la liberté d'expression et de ses limites normatives dans différents systèmes juridiques, avec un accent particulier sur le contexte algérien. La deuxième section s'est concentrée sur la conception socio-technologique des médias numériques et ses affordances qui ont démocratisé de nouvelles modalités d'interaction et de réseautage et généré de nouvelles possibilités d'expression, de publication et de partage et, par conséquent, imposé de nouvelles questions légitimes sur les limites de la parole en ligne. La dernière section a examiné le cadre normatif et juridique algérien qui gère l'exercice de la liberté d'expression et ses limites sur les plateformes numériques. [ABSTRACT FROM AUTHOR]
