The history, current status, and share of dream by Niigata TLO. (English)

The history and current status of Niigata TLO Inc. Niigata TLO started December, 2001 as certified TLO by Ministry of Economy, Trade, and Industry (METI) representing 18 universities in Niigata prefecture to initiate to create intellectual properties (IPs) and transfer the IPs to global industries. Niigata TLO was incorporated as the outside TLO (not as a TTO inside Niigata University) was very successful for the first five years (2004~2009) by transfer of substantial technology transfer followed by various grant projects, but, has gone through hardship due to conflict of policy between METI and Ministry of Education, Culture, Sports, Science and Technology (MEXT). Niigata TLO has gone through restructure to survive in the unique way. Due to restructuring and unique line of business, Niigata TLO is currently specializing to develop very world top class hydrogen sensor for Fuel Cell (FC) industry to optimize FC efficiency, and supply of human Dendritic Cell line (PMDC05) for R&D of Oncology therapy and infectious disease, which was established in Niigata University. Niigata University has shifted their management policy to concentrate Collaborative research works with industry rather than R&D of original technology. Thereby, Niigata TLO lost incentive to tech-transfer of innovative technologies developed by Niigata University. As one of counter measure to the Niigata University policy, Niigata TLO founded the Start-up (UniBio Corp.) by use of Plant Bio technology in Japan in an attempt to create employment and activate local economy by introducing innovative technology to Japan. We would keep discussing with Niigata University to find out the most desirable dream to share in terms of academia-industry-government relationship between Niigata TLO and Niigata University. 株式会社新潟TLO は県内の大学等から生まれる知財の橋渡しを目的に, 全国25 番目の外部 TLO として, 2001 年12 月に経済産業省（METI）の承認TLO として設立された．最初の5 年 間は大型の技術移転や助成金申請支援などの事業において実績をあげた．その後は, 経済産業省 と文部科学省の方針の狭間で経営難に遭遇し, 新潟TLO 内での大幅な組織改革を実施した．組 織改革と独自路線の模索の結果, 現在は, 技術移転の成果を活かした, 世界トップクラスの水素 センサーの独自開発事業とヒト由来の樹状細胞株（PMDC05）を世界各国の民間や公的研究機関 に販売・提供を主事業とする運営を行っている．それに加えて, 日本最初の革新的技術である, 植物バイオ技術を活用した創薬の開発事業に取り組むベンチャー企業の設立にも寄与, それによ りバイオ創薬事業で, 雇用と経済の発展に貢献している．他方, 大学の産学連携事業が主として 共同研究に移行した．その結果, 新潟TLO の技術移転できる原資が枯渇した状態が続いている． このことで, 新潟TLO の当初の設置目的が大きく変化した．この大学の新しい方針による状況 において, 優れたイノベーションが育まれる研究環境の構築に向け, 大きな夢を大学と共有し新 潟大学との話し合いを粘り強く継続して行く.
