METHODICAL RECOMMENDATIONS FOR COMPREHENSIVE EVALUATION OF SOCIAL COMPONENTS OF ECOLOGICALLY RESPONSIBLE PRODUCTION AND CONSUMPTION IN UKRAINE ON THE BASIS OF SUSTAINABILITY AND SUSTAINABLE DEVELOPMENT.

The article examines the relationship between key elements of national security systems and sustainability in the context of sustainable development. It has been emphasized that in the conditions of the war and post-war period, the target orientations of ecologically responsible production and consumption change through the prism of the tasks of national sustainability and security. Methodical recommendations for a comprehensive assessment of the social component of ecologically responsible production and consumption on the basis of sustainability and sustainable development have been developed. Using the author's methodical recommendations, a comprehensive assessment of the social component of ecologically responsible production and consumption in Ukraine in the pre-war period was carried out, the periodization of its development trends was carried out. During the evaluation, it was established that during 2015-2021, the number of people employed in the economy of Ukraine decreased by 5,1%, the average registered number of full-time employees in the sectors – by 12%.The level of the average monthly nominal salary of full-time employees increased by 21%, labor productivity – by 11,4%. In 2015-2019, the share of workers employed in jobs with harmful working conditions increased to 29,6%. Based on the results of a comprehensive evaluation, experts assessed the level of the social component of ecologically responsible production and consumption as lower than average. During the war period, changes in the structure of the labor market led to structural changes in the aggregate incomes and expenditures of households. We should also expect an increase in emissions of pollutants, including sulfur dioxide into the atmosphere as a result of hostilities. As the sectors resume their activity, the expected suspension of the trend of reducing the number of employed people, the creation of new jobs in the sectors prioritized for the post-war development of the country is expected. The study substantiates the strategic priorities of post-war economic recovery focused on ensuring food security, modernization of infrastructure and logistics, restoration of the housing stock, development of the medical and defense spheres, «green» economy, based on the principles of national sustainability. It has been emphasized that the strategic priorities of the country's post-war development will determine the devel)opment trends of the system of ecologically responsible production and consumption and its components in the post-war period. In the post-war period, a transitional model of state policy promoting the development of socially responsible business will be implemented, which will require institutional changes.
