Regulation of Dissemination and Promotion Via Digital Means as per UAE Law.

Digital means play a host of roles and have significant contributions: being social and interactive media, they allow users to communicate whenever they want and wherever they are, thus causing the concept of communication between people to change, and fostering community bonds. Via such media people can also broaden their circle of friends and acquaintances nationally, regionally and internationally and promote cross-cultural interaction through the dissemination of their respective cultures. This will bring about rapprochement between different cultures and civilizations; dispel relevant uncertainties and eliminate clashes among them. However, such means are not without their disadvantages: the emergence of cybercrime with its various forms. In this study we turn the spotlight on regulations of dissemination and promotion via digital means as per UAE Law. Study defines such crimes; classifies them; identifies their characteristics and demonstrates how UAE Law keeps pace with the said crimes. With full appreciation for UAE legal efforts, study came up with several opportunities for improvement and repositioning. الوسائل الرقمية تقوم بالعديد من الأدوار التي ساهمت في تعزيز مكانتها وإبراز أهميتها، ومن أمثلة تلك الأدوار كونها وسائل اجتماعية تفاعلية تتيح التواصل لمستخدميها في أيّ وقت يريدون وفي أي مكان من العالم، وهو ما غيّر من مفهوم التواصل والتقارب بين الشعوب، وعزز من الترابط المجتمعي والتمكّن من زيادة دائرة الأصدقاء والمعارف، ليس فقط على المستوى الوطني بل الإقليمي والدولي كذلك، ومع جنسيات متعددة ببلدان مختلفة، والمساهمة أيضًا في نقل الثقافات والمعارف الموجودة بالبيئات التي يعيش فيها مستخدمو تلك المواقع، والتي يقومون بالتعريف بها ونشرها من خلال تلك المواقع، وهذا الأمر يساعد مما لا شك فيه في إحداث التقارب بين الحضارات والثقافات وإزالة نقاط الغموض والشك والصراع القائم بينها. كما صاحب تلك المنافع بعض السلبيات التي تمثّلت في الجريمة الرقمية أو الإلكترونية بكافة أشكالها ودلالاتها، وهنا تحدثنا عن ضوابط النشر والترويج الإلكتروني عبر الوسائل الرقمية في القانون الإماراتي، وتم بيان مدى مواكبة القانون الإماراتي لتلك الجرائم بعد التعريف بها وتصنيفها، ومعرفة خواصها ومميزاتها، كما تم التوصل لعدة نتائج لا تقدح في الجهود القانونية لدولة الإمارات العربية المتحدة ولكنها فرص تحسين لتصحيح المسار، كما نتج عن الدراسة عدة توصيات أتمنى أن توضع موضع اعتبار. مفردات.
