Presents observations on how U.S. Presidents throughout history have resisted using the word genocide to describe various horrors committed by Khmer Rouge, Saddam Hussein, and the Bosnian Serbs. How President George W. Bush referenced the genocide occurring in Darfur, Sudan during a speech at the United Nations; Suggestion that the use of the word genocide changes the way that the bureaucracy of governments reference the systematic murdering of Darfur's non-Arab population by the Janjaweed and the government of Sudan; Pledge of UN Secretary General Kofi Annan to appoint a commission to investigate the charges; Lack of international cooperation in the formation of a protection force.
