PROCESSES OF ACHIEVING URBAN RESILINCE ACCORDING TO MANUSCRIPTS OF THE UNITED NATIONS.

The rate of urban expanding in countries of the world is vast increasing causing many risks and unexpected changes to the cities and urban systems. Accordingly, the interests in designing, planning and managing Cities had increased to cope with the challenges and promote the ability of urban systems to survive, adapt and growth. Urban resilience and the ability to withstand are the main factors of this conversion. As the urban resilience is unseparated part of “sustainable urban development” in the environmental, economical and social fields, so the United Nations has taken the burden of widely publishing the concept of “urban resilience and the ability to withstand “,it signed agreements and organized series of programs and conferences like Sendai. Due to the steady increase in the urbanism projects in Egypt is without resilient planning and management. So the research aims to take advantage of the United Nations indicators that applied the concept of urban resilience in urban development strategies to enhance the resilience of Egyptian cities. The research was based on the construction of a comprehensive theoretical framework through the review and study of literature on the subject of urban resilience and the ability to withstand through the United Nations theses and the organizations that follow their approach and support urban resilience, then the research analyze some experiments that included the concept of resilience in the planning and management of urban development at all levels. In an attempt to devise processes within which to achive urban resilience includes the overall results of the search and recommendations that can be relied upon in the case of Egyptian cities. The study aims to formulate processes for taking advantage of the United Nations indicators that applied the concept of urban resilience to enhance the resilience of Egyptian cities by integrating the basic aspects of urban resilience in the planning and management of cities to cope with the challenges and promote the resilience of urban systems and increase their ability to survive, adapt and growth whatever the type of chronic pressures and severe shocks it faces. تشهد وتيرة التوسع الحضري في البلدان النامية والمتقدمة تسارعا لم يسبق له مثيل، نتج عنه العديد من المخاطر التى تحدث جميعها تفييرات غير متوقعة فى المدينة والنظم الحضرية، ومن ثم ازدادت اهمية تصميم وتخطيط وادارة المدن بحيث تواكب التحديات وتعزز من صلاحية النظم الحضرية للبقاء والتكييف والنمو. وتعد المرونة الحضرية والقدرة على الصمود عناصر اساسية فى هذا التحول وحيث انها جزء لا يتجزأ من التنمية الحضرية المستدامة فى كافة المجالات البيئية والاقتصادية والاجتماعية، فقد اخذت الامم المتحدة على عاتقها نشر مفهوم المرونة الحضرية والقشرة على الصمود فقد عقدت العديد من الاتفاقيات، كما نظمت مجموعة من البرامج والمؤتمرات منها مؤتمر سينداى وغير٥.وذظرا للتزايد المضطرب فى مشروعات العمران فى مصر والذى لم يحظى بتخطيط وادارة تتسم بالمرونة والقرة على الصمود بالشكل الكافى، مما نتج عنه ضرورة تفعيل اليات المرونة الحضرية التى اقرتها منظمة الامم المتحدة فى استراتيجيات التنمية الحضرية وذلك لتعزيز مرونة المدن المصرية. اعتمد البحث على بناء اطار نظرى شامل من خلال استعراض وبراسة الادبيات التى تناولت موضوع المرونة الحضرية والقرة على الصمود من خلال اطروحات منظمة الامم المتحدة، وكذلك من خلال المنظمات التى تدبع منهجها وتدعم المرونة الحضرية، واستعراض وتحليل لبعض التجارب التى قامت بنشمين مفهوم المرونة في تخطيط وادارة التنمية الحضرية بالمدينة على كافة المستويات. ومن ثم استنباط اليات تحقيق المرونة الحضرية من خلال الخروح ببعض النتائج الواضحة والتوصيات التى يمكن الاعتماد عليها فى حالة المشن المصرية مما سبق تسعى الورقة الى وضع مجموعة من المناهج لتعظيم الاستفادة من اليات تحقيق المرونة الحضرية لتعزيز مرونة المتن فى مصر من خلال ادماج الجوانب الاساسية للمرونة الحضرية فى تخطيلد وادارة المدن عن طريق الاستفادة من مؤشرات الامم المتحدة فى هذا المجال، بحيث دواكب التحديات وتعزز مرونة النظم الحضرية وصلاحها للعيش بالاضافة الى زياد قدرتها على البقاء والتكيف والنمو مهما كان نوع الضغوطات المزمنة والصدمات الحادة التى تواجهها.
