حدود الحرية والمسؤولية للصحافة الكويتية من منظور الصحافيين والسياسيين الكويتيين: "دراسة مقارنة"

The Limitations of Freedom and Responsibility of the Kuwaiti Press from the Perspective of the Kuwaiti Journalists and Politicians: A Comparative Study.

استهدف هذا البحث قياس مستوى الحرية المتاح للصحف الكويتية من وجهة نظر كل من الصحافيين وأعضاء مجلس الأمة والسياسيين الكويتيين. ودراسة الفرق بين اتجاهات كل منهم إزاء هامش الحرية المتاح للصحف الكويتية وكذلك مسؤوليتها تجاه المجتمع والتزامها بالمسؤولية المهنية والأخلاقية. وللوصول إلى تلك الأهداف اعتمد الباحث على منهج المسح باستخدام أداة الاستبانة وتطبيقها على عينة متاحة من كل من الصحفيين الكويتيين، قوامها (221) مفردة من الصحافيين، و(68) مفردة من أعضاء مجلس الأمة الكويتي وسياسيين. وخلص البحث إلى وجود اختلافات بين رؤى واتجاهات كل من الصحافيين والسياسيين الكويتيين نحو مفاهيم الحرية والمسؤولية في الصحافة الكويتية، وكذلك في المتغيرات المرتبطة بتلك المفاهيم، مثل: حرية الرأي والتعبير، المخاوف التي تواجه الصحافيين، مدى التزام الصحف الكويتية بمسؤولياتها إزاء المجتمع، إلى غير ذلك. ودلّت النتائج على اختلاف واضح في نقاط كثيرة بين السياسيين أعضاء مجلس الأمة (الذين يمثلون الفاعل الرئيسي في صناعة التشريعات الصحفية) من جهة، والصحافيين أنفسهم من جهة أخرى، فيما يتعلق بحال الممارسة الصحافية وما يجب أن يكون عليه الوضع، ويعكس هذا الاختلاف أحياناً حالة من الصراع. وفي أحيان أخرى يعكس حالة من الرضا والوفاق بين كلا الفريقين. كما لوحظ وجود اتجاهات إيجابية مرتفعة لدى السياسيين نحو فكرة حرية الصحافة لكنهم أكثر تحفظاً فيما يتعلق بالحرية بشكل عام وأداء الصحافيين والصحافة الكويتية بشكل خاص. This research aims at measuring the level of freedom available to the Kuwaiti newspapers as recounted by Kuwaiti journalists, members of the Kuwaiti National Assembly and politicians. It also aims at studying the differences among their attitudes towards the freedom available to the Kuwaiti newspapers and also their responsibilities for the community and their commitment to the professional and moral responsibility. In order to achieve these targets, the researcher depended on the survey methodology using a questionnaire, applying it on a subject of (221) Kuwaiti journalists and (68) members of the Kuwaiti National Assembly and politicians. The findings of this research show that there are significant differences between the visions and attitudes of both Kuwaiti journalists and politicians towards the concepts of freedom and responsibility in Kuwaiti journalism, as well as in related variables such as: the freedom of speech, the threats which the journalists face, how abide the Kuwaiti newspapers are to responsibility towards the community, and so on. The findings also indicated that there are significant differences in many points between the members of the Kuwaiti National Assembly politicians (who represent the main factor in press legislations) from a side, and the journalists themselves from the other side, in relation to the status of the practice of journalism and what should be. This difference sometimes reflects a state of conflict, while in some other cases, it reflects a state of satisfaction and accord between both parties. It is also noted that there are high positive attitudes from the politicians towards the idea of press freedom but they are more conserved regarding freedom in general and the performance of the Kuwaiti journalists and journalism in particular.
