PROPOSIÇÃO E VALIDAÇÃO DE INDICADORES DE UNIVERSIDADE EMPREENDEDORA. (Portuguese)

This research project entitled "Proposition and validation of Entrepreneurial University indicators" seeks to create an indicators system to evaluate entrepreneurial activities at Brazilian universities and to validate this system in some selected universities. It is observed in the national and international scenario the existence of a growing trend inside the universities to modify toward that it was conceptualized at scientific literature as "Entrepreneurial University". This concept is related to the role of the university and its position in society toward a more effective participation in economic and social development, coveringareas and activities beyond what has been considered as teaching, research and extension. Therefore, these activities have been generating internal changes in its organizational aspects and a new posture in their relationship with the society. This research differs from the others already conducted in Brazil because has the aim to develop a metric system to monitor the activities that carried out over time then conduct a isolated case study. The indicators will be based on a database with parameters provided by data systems of Report of Intellectual Property Policy Scientific and Technological Institutions of Brazil (Formict / CNPq), scientific and technological databases and other collected data. In parallel will be developed case studies in selected universities in the country to allow understand the dynamics of the activities developed in the transformation of educational institution / research in entrepreneurial universities. Updating the database in the future will carry out periodic monitoring of developed entrepreneurial activities and will enable the correction of directions and identify opportunities for these institutions continue to contribute to economic, social development and innovation in the country. Our objective to analyze this process, and create/validate a set of indicators will allows to monitor the developed entrepreneurial activities enabling the correction of directions and identify opportunities for these institutions to continue contributing to the economic and social development and innovation in the country. O presente projeto de pesquisa intitulada “Proposição e Validação de Indicadores de Universidade Empreendedora" têm por finalidade criar um sistema de indicadores que permita avaliar as atividades empreendedoras internamente às universidades, bem como validar o referido sistema em algumas universidades selecionadas. Observa-se no cenário nacional e internacional a existência de uma tendência crescente das universidades se modificarem, passando a se transformar na direção do que a literatura conceitua como “Universidade Empreendedora". Este conceito relaciona-se com o papel da universidade e seu posicionamento na sociedade em direção a uma participação mais efetiva no desenvolvimento econômico social, abrangendo áreas e atividades além das quais tem se articulado como ensino, pesquisa e extensão. Para tanto, tem gerado mudanças internas, nos seus aspectos organizacionais e uma nova postura na articulação com a sociedade. Esta pesquisa diferencia-se das atualmente já realizadas no Brasil que possuem um alcance mais localizado ao abrangerem o formato de estudo de casos isolados, sem desenvolvimento de métricas que permitam comparar e acompanhar as atividades realizadas ao longo do tempo. Este projeto utilizará sistemas de dados provenientes do Formulário sobre a Política de Propriedade Intelectual das Instituições Científicas e Tecnológicas do Brasil (Formict/CNPq), bases de dados científicas e tecnológicas e outros dados coletados gerando uma base de dados com parâmetros para criação dos indicadores. Em paralelo serão desenvolvidos estudos de casos em universidades selecionadas no país de forma a permitir entender a dinâmica das atividades desenvolvidas na transformação de instituição de ensino/pesquisa em universidades empreendedoras. A atualização da base de dados permitirá no futuro realizar o acompanhamento periódico das atividades empreendedoras desenvolvidas e possibilitará a correção de rumos e identificação de oportunidades para estas instituições continuarem a contribuir para o desenvolvimento econômico, social e para a inovação no país.
