      This article, of theoretical character, aims to investigate the goals and actions for higher education proposed by the National Education Plans (PNE) for the period 2001-2020, in order to verify if there was progress on the goals and actions or if higher education teaching remained without significant changes. Through literature search we conducted a brief history of the introduction of the PNE for the educational field, and after we investigate the PNEs 2001-2010 and 2014-2024, comparing the goals for higher education and identifying if there was or not progress in higher education. Understanding education while a public policy in the articulation of other policies is essential for this to take effect, as a state policy. Therefore, it is necessary to move forward in planning and educational management, updating the indicators for these contribute to the monitoring and evaluation of the PNE, and to ensure that programs between different federated entities with greater organicity.       Este artículo, de carácter teórico, tiene por objetivo investigar las metas y acciones para la Enseñanza Superior brasileña propuestas por los Planes Nacionales de Educación (PNE) para el periodo de 2001 a 2020, con intento de verificar se hubo avances en las metas y acciones o si la enseñanza superior se mantuvo sin alteraciones significativas. A través de pesquisa bibliográfica realizamos un breve histórico sobre la introducción del PNE en el campo educacional y a continuación investigamos los PNE 2001-2010 y 2014-2024, comparando las metas para la enseñanza superior e identificando se hubo o no avances en la enseñanza superior. Entender la educación mientras política pública en la articulación de las demás políticas es fundamental para que esta se efectúe como política de Estado. Para ello, hay que avanzar en el planeamiento y en la gestión educacional, actualizando los indicadores para que éstos contribuyan al monitoreo y a la evaluación del PNE, y para que garanticen programas entre las distintas entidades federadas con mayor organicidad.
