A detailed legal review is provided, analyzing the current and historical situation of the Crimean Tatars, Karaites, and Krymchaks as “indigenous peoples” of Crimea. The author argues that their status was better within a relatively civil society-oriented Ukraine after Kiev's “dignity revolution,” than as endangered groups under the 2014 occupation by Russia. Crimean Tatar historical deportation and return is discussed, as well as recent laws of Ukraine and Russia, in the context of United Nations human rights standards. [ABSTRACT FROM AUTHOR]
