A figura do consórcio público no ordenamento jurídico brasileiro: leitura da dinâmica entre o consórcio nordeste e investimentos chineses na infraestrutura nordestina

This research focuses on the relationship between foreign investments and socioeconomic development resulting from the improvement and expansion of infrastructure in underdeveloped regions, such as the Brazilian Northeast, carried out by the subnational initiative "Consórcio Nordeste ", created in 2019. The core of the research revolves around the questioning of how Chinese investments can contribute to facing the region's underdevelopment. As a theoretical basis, documental research was used on the legal frameworks that allowed the existence and performance of public consortium, such as Law no. 11.107/2005 and Decree no. 6,017/2007, data and socioeconomic indices of the region were analyzed and the thinking constructed by David Aschauer and Albert Hirschman was used regarding the correlation between investments in infrastructure and economic growth. The cataloging of Sino-Northeast enterprises took place through research in journalistic materials and scientific articles, with emphasis on Bahia, which has eight enterprises out of a universe of twenty-six distributed among the Northeastern states. It was concluded that the Sino Northeastern partnerships are recent, with a greater number of ventures from the year 2018 and focusing on energy infrastructure, being a region with great potential for solar and wind energy generation.
